Underpinning the N2tec/Nistac program is the recognition that most regions of the nation are technology-deficient, that is, they do not generate internally adequate levels of new technologies to enable them to prosper in the future technology- and innovation-driven economy. The underlying principle is that technologies acquired by donation or other means must be matched with the resources needed to maximize prospects for ultimate commercial success – regardless of the regional location of these resources.
By facilitating the acquisition and transfer of technologies via a national ideas/innovation portfolio into such regions, wherein adequate infrastructure and resources exist to enable successful commercialization of these technologies, NISTAC can produce an invaluable service for the regions and the nation.
The NISTAC innovation and great ideas portfolio database will:
- Provide access to available, strategic technology; whether through patent, vetted patent donation or product that has been market tested, orphan business, orphan product line, university funded research or description of cutting edge graduate research.
- Provide access to a comprehensive framework of support services and value-added products offered by national leaders in economic development.
- Categorize the intellectual property into a well-defined subject classification.
- Identify the types of licensing which are available.
- Match strategic technologies to regional and community assets.
- Allow licensing to be completed by any NISTAC Licensing Associate. These individuals will have access to the tools, supplemental technology resources, and authority to complete the deal.
- Identify technologies for which market research, business analysis, know-how documents, equipment, addition research documents, and/or a technology licensing profiles exist.
- Compile potential patent technology bundles.
- Note stage of development for the technology by assigning a Technology Readiness Level and Technology Development Needs Level.
- Provide links to the Standard Industrial Classification (SIC) Codes and the North American Industry Classification System (NAICS).
- At the subscriber’s request, provide e-notification of new technologies meeting the user’s profile and/or requirements.
